Contracting Officer Representative/Contracting Officer Technical Representatives


Course Description:

Contracting Officer Representative/Contracting Officer Technical Representatives (COR/COTR) is a comprehensive course on the acquisition process and contract administration from the perspective of the technical manager/COTR. Students have opportunities to learn and practice the duties of the COR/COTR and Contracting Officer.
This comprehensive course is valuable to anyone involved in the acquisition process at virtually any level. The primary target group, however, is composed of those individuals with the potential for formal designation as Contracting Officer's Representatives.

Learning Objectives:

• Describe the acquisition-related roles and responsibilities of the COR/COTR.
• Describe the working relationship between the COR/COTR and the Contracting Officer.
• Write Statements of Work and other requirements documents.
• Develop Independent Government Cost Estimates (IGCE).
• Determine the technical acceptability of bids.
• Evaluate technical proposals.
• Participate in fact finding and negotiations.
• Assist in responding to vendor protests.
• Participate in contractor debriefings.
• Plan contract administration.
• Monitor contract performance and assist in problem resolution.
• Interpret contract language.
• Manage government property used in a contract.
• Inspect and accept contract deliverables.
• Identify standards of ethical conduct that apply to participants in the acquisition process.
• Describe regulations and procedures ensuring procurement integrity.
